The referenced fix commit 781caf83dba90c18349f930bbaaa0e89f003f874 ("SECURITY: fix PoolCounter protection of Special:Contributions") was released on 2021-09-30 in all three supported branches of the September 2021 security release: 1.31.16, 1.35.4 and 1.36.2 (the backports are separate commits on the release branches; the 1.31.16 and 1.35.4 sources contain the patched SpecialContributions.php). The current range
< 1.36.2still flags every later 1.31.x and 1.35.x release. Suggested ranges:< 1.31.16(patched 1.31.16),>= 1.32.0, < 1.35.4(patched 1.35.4),>= 1.36.0-rc.0, < 1.36.2(patched 1.36.2).
